Disadvantaged Business Enterprise (DBE)

The Horry County Department of Airports (hereinafter “Department of Airports”) has established a Disadvantaged Business Enterprise (DBE) program in accordance with regulations of the U.S. Department of Transportation (USDOT) 49 CFR Part 26. It is the policy of the Authority to ensure that DBE’s, as defined, in 49 CFR Part 26, have an equal opportunity to receive and participate in USDOT assisted contract. It is also the policy:

  • To ensure nondiscrimination in the award and administration of USDOT assisted contracts
  • To create a level playing field on which DBE’s can compete fairly for USDOT assisted contracts
  • To ensure that the DBE Program is narrowly tailored in accordance with applicable law
  • To ensure that only firms that fully meet 49 CFR Part 26 eligibility standards are permitted to participate as DBE’s
  • To help remove barriers to the participation of DBEs in USDOT assisted contracts
  • To help ensure that firms that can compete successfully in the market place outside the DBE Program
  • Structure contracting requirement to facilitate competition by small business enterprises (SBE’s) taking all reasonable steps to eliminate obstacles to their participation as required under 49 CFR Part 26.39. Implementation of the DBE Program is accorded the same priority as compliance with all other legal obligations incurred by the Authority.

Disadvantaged Business Enterprise (DBE) Goal for Horry County Department of Airports, Myrtle Beach SC

Horry County Department of Airports hereby publishes a proposed overall goal for its Disadvantaged Busines Enterprise (DBE) Program for FY 2018 through FY 2020.  The proposed overall goal is 14.9% for all FAA-AIP funded projects in FY 2018 through FY 2020.  The methodology used in developing this goal is availabe for review and comment during normal business hours, for 30 days following publication of this notice, at the administrative offices of Horry County Department of Airports, 1100 Jetport Road, Myrtle Beach SC 29577.
